PUBLIC RECEIPT ROLE NOTE

The two public best_numbers.json files are intentionally different receipts:

  /method_rung1/best_numbers.json
    role=archival_best
    meaning=best-of-measured Rung 1 historical result

  /best_numbers.json
    role=live_current
    meaning=current/live door state, which may be lower or otherwise different

These receipts must not be compared as if they were the same run. The
independent reviewer correctly marked receipt consistency FAIL because the
roles were not explicit in the materials reviewed. The roles are now labeled.

This note does not turn an archival best into an independently reproduced
native_mill result. It makes the provenance boundary readable.
